Vultures are birds of prey, but not raptors because they don't crush their prey with their feet. They are actually scavengers, and rarely, if ever, kill for food.  They are often  considered raptors because their Asian and European cousins are full raptors, with crushing claws and beaks.  New world vultures are  different.
